It took me a while to figure out what this sign meant. Near as I can tell it is an indicator for Junction County Route 190 with a missing junction tab. The “23” seems to pop up on a lot of Sublette County route shields and it corresponds with the county code on the license plate- which has no bearing to anything which makes its existence sort of inexplicable- the only time the county code applies is on license plates (indicating that circa 1933 Sublette County was the 23rd most populated county).
